• Joyce Lee, ACCA- Court Administrator

Ms. Lee began working in the municipal court field in 2000 and was hired as the Court Administrator for the City of Frontenac in 2017.  She holds an associate’s degrees in Applied Science for Paralegal and associates degrees in Certification of Court Administration and Advanced Certification of Court Administration.  Ms. Lee also holds a bachelor's degree in criminal justice.  Ms. Lee is a past president of the Metropolitan St. Louis Association of Court Administration.

• Andrea Niehoff - Municipal Judge

Andrea graduated from Washington University School of Law in 1992.  Andrea works as an Administrative Judge for the Equal Employment Opportunity Commission and has served as the Municipal Judge in Frontenac for the last 19 years.  Since 2008, she has served on the Board of Directors for the Missouri Municipal and Associate Judge’s Association and, in 2016, she served as the President of that Association. In 2016, Judge Niehoff was appointed by the Missouri Supreme Court to serve as a member of the Committee on Practice and Procedure in Municipal Division Cases, and as a member of the Municipal Judicial Education Committee. In 2017, she was also appointed as the Municipal Judge for the City of Town and Country

• Keith Cheung - Prosecuting Attorney

Keith began practicing law in 1990 and was appointed as the Prosecuting Attorney in Frontenac in 2005.  He is a partner at Curtis, Heinz, Garrett & O’Keefe, a private law firm in Clayton, Missouri.  Keith has served in various municipal courts as a prosecutor or judge since 1994 and has been and continues to be a member of numerous Supreme Court committees, Circuit Court committees and other professional organizations involving municipal court.
