The City of Frontenac takes its name from Louis de Buade, Comte de Frontenac et de Palluau (the Count of Frontenac), a French courtier and Governor of New France from 1672 to 1682 and from 1689 until his death in 1698. Louis de Buade established a number of forts on the Great Lakes, including Fort Frontenac in what is now Kingston, Ontario, and engaged in a series of battles against the English and the Iroquois.
Today, Frontenac has 3,482 residents, approximately 1,300 homes and comprises 1,944 acres (2.8 square miles). With an excellent housing stock, an average household income of $119,508, easy accessibility to major thoroughfares and a per capita crime rate less than one-third the national average Frontenac remains an extremely desirable community in which to live. City Administrator: |
The City Administrator is responsible for managing the day-to-day operations of the City of Frontenac, including oversight of all city departments including Administration, Fire, Police, Building, and the Public Works Department. |

City Clerk: |
As custodian of records, the City Clerk stores and maintains all legal and official city records and documents belonging to the City of Frontenac, as well as the minutes and agendas for all City meetings. Additionally, requests for information should be directed to the City Clerk. |
|
Finance Officer: |
The Finance Officer oversees the City of Frontenac's financial matters and transactions, including financial policies, cash receipts, cash disbursements, payroll functions, cash management, investments, and monthly reporting. The Finance Officer also serves as the liaison to the Ways and Means Committee. |

Administrative Clerk: |
The Administrative Clerk provides administrative assistance to the Building and Stormwater Departments and collaborates with the City Administrator and City Clerk on all organizational functions within City Hall. |
The City Administration staff also oversees the refuse contract. Questions concerning trash, recycling or yard waste collection can be answered during the hours of 8:30 am – 5:00 pm, Monday through Friday at (314) 994-3200, or in person in Frontenac City Hall at 10555 Clayton Road.
MISSION STATEMENT:To protect of public health, safety and welfare of the public to serve with courtesy and professional manner by performing zoning and building plan reviews, issuing permits, and performing inspections of new construction and existing building sites to ensure compliance with all codes and property maintenance requirements in order to maintain the high standard of living and quality of life for the residents and visitors of the City of Frontenac. The City of Frontenac has adopted the 2021 International Building Code, Residential Code, Swimming Pool
and Spa Code, Energy Conservation Code, Property Maintenance Code and
Existing Building Code (Ord. 2024-2029) as amended.
Leesa Ross - City Clerk
Leesa Ross is the City Clerk of the City of Frontenac. She has been employed with Frontenac since February 1991, serving the role of police dispatcher for five years and court clerk for four years, prior to being appointed City Clerk in June 2000. Ms. Ross holds an Associate’s Degree in Business Administration and a Bachelor’s of Science in Public Policy Administration. She is an active member of the MoCCFOA (Missouri City Clerks and Finance Officers) Eastern Division having served as Treasurer, Secretary, Vice President and President. Leesa is also an active member of the State Association – MoCCFOA, having served on numerous committees. She has held the offices of Treasurer, Secretary, President-Elect, President and Immediate Past President. Leesa has obtained the highest designations as a City Clerk, Master Municipal Clerk Status from the International Institute of Municipal Clerks and the Missouri Professional City Clerk Status from the Missouri City Clerks and Finance Officers Association. Leesa is currently serving a 3-year term as Region VII Director, serving Missouri, Illinois and Kansas, for the International Institute of Municipal Clerks.
The City Clerk is responsible for all official City records including ordinances, resolutions, contracts, insurance polices, meeting minutes and agendas. Assure that all meeting agendas and minutes and City ordinances and resolutions are maintained and kept in a secured area. Responsibilities include preparation of all municipal elections documents which include posting notices, accepting candidate filings and preparing the election certification to the St. Louis County Election Commission. Responsible for typing, assembling and distributing the meeting packets for the Board of Aldermen and minutes for the Planning & Zoning Commission and other committees and commission as directed. Official keeper of all City of Frontenac records and the official city seal.

The Frontenac Fire Department is a full-service professional fire department that provides first-class fire suppression, emergency management, Advanced Life Support and rescue services to the communities we serve.
Our mission is to serve and protect the life and property of the citizens of Frontenac, the surrounding areas, and those who visit our city. It is also our goal to aid in educating the community in fire safety and the understanding of the Fire and EMS services.
Floyd Blake, Fire Chief
Chief Blake began his fire service career in 1992. Chief Blake was hired by the City of Frontenac in 2011. He previously served as the Assistant Chief and then promoted to Fire Chief in 2022. Chief Blake is a certified Paramedic and a graduate of St. Louis County Fire Academy.

It is an absolute honor to serve with these men and women and to be able to represent such a fine organization. My predecessor laid the foundation for the Fire Department and I am committed to building upon it and an even greater future. I am routinely impressed by the compassion and resourcefulness of the personnel of our Department and their commitment to the residents, businesses, and visitors of our City. We remain a team that exhibits pride in who we are and what we do and will continually seek ways to be more efficient, more adaptable, and more responsive to the needs of our community.

The Municipal Court of Frontenac, Missouri is a Division of the 21st Circuit Court of the State of Missouri. It is authorized by the State Constitution and created by the Charter of Frontenac, Missouri.
The Municipal Judge and Clerks of the Court are empowered to collect fines, take oaths, sign and issue subpoenas, establish and operate the Violations Bureau and perform all other duties consistent with the Municipal Code, ordinances, state law and the Missouri Supreme Court Rules of Procedure. The Court prepares, maintains and safeguards all records, reports and documents relating to the court activities in the required manner as established by law.
This is a court of law established to protect the rights of all citizens. If there is anything you do not understand, do not hesitate to ask questions.
This court is not conducted as a source of revenue. No part of any fine or costs goes to the Judge, the prosecutor or any police officer or any city official. The efficiency of a police officer is not determined in any way by the number of tickets he or she issues.
In traffic cases, the objective of this court is to reduce the number of accidents and injuries and to make our streets safer. Careful driving is the daily responsibility of each and every one of us.
The Municipal Court of Frontenac generally meets on the second Wednesday each month at 4:00 p.m. Court Business Hours are Monday - Friday from 8:30 a.m. to 5:00 p.m. In person payments are accepted until 4:30 p.m. Except on the second Wednesday of each month, when Court hours are from 8:30 a.m. to 3:30 p.m. and reopens at 4:00 p.m.

Craig Picha, Chief of Police
Chief Craig Picha began his career with the Frontenac Police Department in June of 1994 and was appointed Chief of Police in March of 2025. Chief Picha has a Bachelor's of Arts in Criminal Justice Administration and is a graduate of the FBI National Academy.

Jeff Wappelhorst, Public Works Director
Mr. Wappelhorst was originally hired by the City of Frontenac in 2002 as the Building Commissioner, Zoning Administrator, and Public Works Director. He previously served as a Building Inspector for the City of Wentzville and Street Superintendent and Building Inspector for the City of Lake Saint Louis. While serving in the US Army working in transportation, Mr. Wappelhorst was a Water Plant Operator as well. He also studied at the University of Rolla.
The City of Frontenac Public Works Department strives to maintain a high standard of living and quality of life for Frontenac's residents, businesses and visitors by performing routine maintenance and infrastructure improvements to the public are of the City.
Improvements to the City-owned streets, sidewalks, storm sewers, signage, lighting, traffic control devices, public plantings and municipal buildings help maintain the City’s character.
